Purpose/Function The CPRA Board serves as the single state entity with authority to articulate a clear statement of priorities and to focus development and implementation efforts to achieve comprehensive coastal protection for Louisiana. The CPRA Board is working closely with other entities on coastal issues, including the state legislature; the Governor's Advisory Commission on Coastal Protection, Restoration and Conservation; the Louisiana Recovery Authority (LRA); and the LRA's Louisiana Speaks regional planning process.

Notes 1) The Coastal Protection and Restoration Authority does not operate under a stand-alone budget. Pursuant to R.S. 49:214.6.1, the Office of Coastal Protection and Restoration administers the programs, projects, and activities approved by the Coastal Protection and Restoration Authority, as well as provides the necessary reports, staff, assistance, and support to the Coastal Protection and Restoration Authority out of its own budget (01-109).

2) Pursuant to R.S. 49:214.5.1, the membership of the Coastal Protection and Restoration Authority is composed of 13 public servants who operate as heads of various state agencies and commissions, who may participate in a state employee benefit program. Any member who does participate in state employee benefit program is eligible to do so, not on the basis of his membership with the Coastal Protection and Restoration, but on the basis of his or her primary public employment. Those 7 members appointed by the governor do not participate in such a benefit program on the basis of their membership of the Coastal Protection and Restoration Authority.

3) Not all employees of the Coastal Protection and Restoration Authority participate in a state employee benefit program. Those that do participate in such a program are eligible to participate on the basis of their primary public employment.
