Notes The Louisiana Rice Promotion Board (Board) was created by the Louisiana State Legislature under the provisions of Louisiana Revised Statute 3:3531 – 3:3538 to promote the growth and development of the rice industry in Louisiana by promotion of rice, thereby promoting the general welfare of the people of this state. As an entity of the state, the Board will follow all applicable state laws, rules, and regulations in conducting its programs.


MEETINGS

The Board will meet in a public meeting at least once a year. The Board will follow all state laws and regulations regarding meetings.

BUDGETING

The Board will in a public meeting establish and adopt an annual budget. The budget is monitored monthly after all income and expenses are recorded. The budget can be amended in a future public meeting. The appropriations made for the operations of the various programs of the Louisiana Rice Promotion Board are annual lapsing appropriations.

PURCHASING

All purchases for budgeted items will be approved by the Chairman. Any purchases not approved within the budget amounts must be approved by the Board by action taken in a public meeting and recorded in the minutes.

DISBURSEMENTS

All checks disbursed by the Board require two signatures.

RECEIPTS/COLLECTIONS

Most receipts are received from the Louisiana Department of Agriculture and Forestry (LDAF). The LDAF receives the assessments collected from first purchasers monthly. The LDAF is the initial collection point of all assessments of the Board. The Board is not involved with the initial receipt and is fully dependent on LDAF to remit these assessments to the Board. LDAF sends a check to the contracted CPA firm. The contracted CPA firm then handles the depositing of these funds on behalf of the Board and recorded these funds into the Board’s financial records.
