Notes The LCDA is made up of municipal members, who appoint one person to the membership Board (typically the Mayor, Director of Finance, Executive Director, or other appointee). From that Board, an Executive Committee (Board of Directors) is selected (7 individuals) to serve different terms (1 year, 2 year, 3 year and 4 year). A Chairman, Vice Chairman and Secretary/Treasurer is also elected. In addition to the Executive Committee, there is a Development Committee, Budget and Personnel Committee, Policy and Procedures Committee, Building Committee and Pilot Loan Committee made up of Executive Committee members, which are appointed by the Chairman.

The LCDA is one of the State of Louisiana's largest conduit bond issuers, according to "The Bond Buyer's Municipal Marketplace" Red Book for years 2003 - 2021, issuing over $11 billion in bonds for municipalities, 501c3 and corporations in Louisiana.

Ty E. Carlos became the Executive Director of the Authority in April 2014. He was previously a Vice President and Sales Executive for The Bank of New York Mellon Trust Company, NA in Baton Rouge. He has over 31 years of financial/banking experience and over 19 years of bond experience. Ty graduated from LSU with a Bachelor's of Science degree in Finance in May 1989.

LCDA operates on a 12/31 fiscal year end. Proposed budget for FY 2023 will be adopted at the regularly scheduled meeting in December 2022. Actuals for 2022 will not be final until audit is completed in early 2023 (end of April) and will be updated upon receipt.
