Purpose/Function Administers the Student Tuition Assistance and Revenue Trust (START) Saving Program. The state's START Saving Program, a Section 529 college tuition savings plan under the Internal Revenue Code, is an innovative college savings plan that offers incentives to families to save as the means of countering the tuition inflation spiral. This program offers a long-term, cost effective way for the state to assist families in meeting the expected inflation in college tuition and related educational costs.
