Purpose/Function The five members of the Board of Pardons are appointed by the Governor. The board of pardons meets on regularly scheduled, publicly announced dates to consider applications for pardon, sentence commutation, and restoration of rights and privileges of citizenship. All of the board’s recommendations for clemency are forwarded to the Governor for final action. The Committee on Parole meets on regularly scheduled publicly announced dates to conduct parole hearings and determine if and when an offender may be released from incarceration to safely return to the community under supervision by the Division of Probation and Parole.

Notes In 2012, Act 714 of the Louisiana Legislature merged the functions and duties of the Board of Pardons and the Board of Parole. All five members of the Board of Pardons also serve on the Committee on Parole. There are 2 at-large members that serve on the Committee on Parole, but do not serve on the Board of Pardons. Funds for board operations are budgeted through the Department of Public Safety & Corrections, Corrections Services general operating budget, Program D.

Thus, all reporting for the Board of Pardons is identical to the Committee on Parole.
