| Purpose/Function | The Ernest N. Morial New Orleans Exhibition Hall Authority (the Authority) is a body politic and corporate and political subdivision of the State of Louisiana (the State) created pursuant to the provisions of Act 305 of the 1978 Regular Legislative Session of the Louisiana Legislature and now governed by Act 172 of the 2019 Regular Session of the Louisiana Legislature (R.S. 33:4710.11-4710.30) (the Act). The Act provides that the Authority shall plan, finance, construct, and manage a convention and exhibition center in the City of New Orleans (the City). The Act authorizes the Authority to issue bonds and to use the proceeds thereof to acquire, construct, re-construct, extend, improve, maintain, and operate projects located or to be located in Orleans Parish, including the New Orleans Ernest N.
