ARCHITECTURAL SERVICES WANTED

Applications for Architectural Services for the following projects will be accepted until 2:00 p.m., Wednesday, May 6, 2020. (Your attention is called to the 2:00 p.m. deadline -- exceptions WILL NOT be made). Applications shall be submitted on the standard LSB - 1 (September 2019 edition) only, with no additional pages attached. Please be sure to use an up-to-date copy of the form. These forms are available at the selection board office and on the Facility Planning & Control website at http://www.doa.la.gov/Pages/ofpc/Index.aspx. Do not attach any additional pages to this application. Applications with attachments in addition to the pre-numbered sheets or otherwise not following this format will be discarded. One fully completed signed copy of each application shall be submitted. The copy may be printed and mailed or printed and delivered or scanned in PDF format and e-mailed. Printed submittals shall not be bound or stapled. E-mailed PDF copies, as well as printed copies, shall be received by Facility Planning & Control within the deadline stated above. The date and time the e-mail is received in the Microsoft Outlook Inbox at Facility Planning & Control shall govern compliance with the deadline for e-mailed applications. Timely delivery by whatever means is strictly the responsibility of the applicant. By e-mailing an application the applicant assumes full responsibility for timely electronic delivery. DO NOT submit both printed and e-mail copies. Any application submitted by both means will be discarded.

1. ADA Restroom Addition, Stopher Gym, Nicholls State University, Thibodaux, Louisiana, Project No. 19-621-18-01, WBS F.19002324.
This project consists of adding approximately 1,550 s.f. of accessible restrooms to Stopher Gym on the campus of Nicholls State University in Thibodaux, La. Stopher Gym, built in 1967, comprises 33,683 s.f. and is the main Health and P. E. facility on campus. The building is also used for campus events including Commencement. The new men’s and women’s restrooms are to accommodate such events and comply with the ADA and Architectural Barriers Act Accessibility Guidelines (ABA). The existing two restrooms are to be converted into concession and vending areas. The project scope includes civil work, mechanical systems expansion, electrical systems expansion, and hazardous materials abatement. To the extent that funding permits, other existing accessible deficiencies are to be corrected in the scope of work. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $1,360,000.00 with a fee of approximately $133,544.00. Contract design time is 270 consecutive calendar days; including 60 days of review time. Thereafter, liquidated damages in the amount of $150.00 per day will be assessed. 2. Zodiac Storage Building, Readiness Center, Marrero, Louisiana, Project No. LA20-A-051, WBS .
This project consists of a new, approximately 15,000 sq. ft. storage building to house 20 Zodiac boats, outboard engines, all related equipment and an overhead crane. Design and construction of the project shall follow the Design Guide (DG) 415-1, DG 415-5, and NG Pam 415-12; as well as all applicable federal, state and local building codes, including life safety codes. The fee may increase for topographic, geotechnical or other design services. The project must be completely designed and ready to bid not later than July 15, 2020. The Designer shall prepare and submit all required drawings to the Military in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $1,000,000.00 with a fee of approximately $87,526.00. Contract design time is 45 consecutive calendar days; including 5 days of review time. 3. 141 Field Artillery Storage Building, Jackson Barracks, New Orleans, Louisiana, Project No. LA20-A-052, WBS .
This project consists of a new Unheated Storage Building at Jackson Barracks, New Orleans of approximately 17,180 sq. ft. The building shall have adequate door openings, electrical, lighting, exhaust fans, etc. Design and construction of the project shall follow the Design Guide (DG) 415-1, DG 415-5, and NG Pam 415-12, as well as all applicable federal, state and local building codes, including life safety codes. The fee may increase for topographic, geotechnical or other designated services. The project must be completely designed and ready to bid not later than July 15, 2020. The Designer shall prepare and submit all required drawings to the Military in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $967,000.00 with a fee of approximately $84,870.00. Contract design time is 45 consecutive calendar days; including 5 days of review time. 4. Maintenance Training Bay, National Guard Readiness Center, Alexandria, Louisiana, Project No. LA20-A-044, WBS .
This project consists of a new, single vehicle Maintenance Training Bay building with approach areas, to be built in the motor pool of the Alexandria National Guard Readiness Center. The Bay will be a single story facility of approximately 5,298 s.f., sized to accommodate the largest vehicle and equipment requiring service. The project shall include vehicle lubrication systems, exhaust/ventilation systems, etc. Design and construction of the project shall follow the Design Guide (DG) 415-1, DG 415-5, and NG Pam 415-12; and any appropriate federal, state and local codes including life safety codes. The fee may increase for topographic, geotechnical or other design services. The project must be completely designed and ready to bid not later than July 15, 2020. The Designer shall prepare and submit all required drawings to the Military in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $750,000.00 with a fee of approximately $67,221.00. Contract design time is 45 consecutive calendar days; including 5 days of review time. 5. Reconstruction of Restroom/Shower Areas and Associated Foundation/Plumbing Repairs, Gymnasium, DPS Headquarters, Baton Rouge, Louisiana, Project No. 01-107-18-02, WBS F.01004061.
This project consists of selective demolition and reconstruction of interior masonry walls, concrete floors, interior finishes, plumbing fixtures and lighting within the restroom/shower areas. Reconstruction shall be in strict accordance with ADA compliance standards. Also included are repairs to or replacement of in-wall and under-slab plumbing piping and all associated shoring repairs to the building slab-on-grade foundation believed to be caused by subsidence of the earthen subgrade due to the deteriorated condition of the plumbing piping. Design services shall include a detailed assessment of masonry walls, foundation, plumbing, and all modifications and/or reconfigurations required to address ADA compliance and facilitate the required corrective work scope. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $550,000.00 with a fee of approximately $55,666.00. Contract design time is 90 consecutive calendar days; including 30 days of review time. Thereafter, liquidated damages in the amount of $100.00 per day will be assessed. 6. Roof Replacement, Building 2033, Jackson Barracks, New Orleans, Louisiana, Project No. 01-107-05B-13, WBS F.01004057.
This project consists of roof replacements for two existing roofs. A new symmetrical panel, standing seam metal roof of approximately 285 squares will replace the existing metal roof. The new metal roof shall include a new weather barrier underlayment over the existing substrate. Existing substrate to be replaced at areas that are damaged. New prefinished metal fascia and gutters are to be provided. Additionally, two separate sections of existing built-up roofs totaling approximately 25 squares are to be removed down to the existing deck and a new code-compliant State of Louisiana approved 20-year warranted SBS modified bitumen roofing system installed. The new SBS roof shall be complete with new tapered polyisocyanurate insulation as required to achieve positive drainage, new associated metal and/or elastomeric flashings, and any required adjustments to equipment curbs and other rooftop mounted systems in accordance with the roofing manufacturer's recommendations. The Designer shall be responsible for evaluating the existing deck (insulating or otherwise) to ensure that the roof deck is capable of accepting the new roofing system. Design for all roofs shall comply with FPC Roofing guidelines and all applicable codes. The building will remain occupied for the duration of the Project. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $520,000.00 with a fee of approximately $40,865.00. Contract design time is 120 consecutive calendar days; including 30 days of review time. Thereafter, liquidated damages in the amount of $100.00 per day will be assessed. GENERAL REQUIREMENTS APPLICABLE TO ALL PROJECTS:
Applicants are advised that design time ends when the Documents are "complete, coordinated and ready for bid" as stated in Article 3.3.1 (4) of the Capital Improvements Projects Procedure Manual for Design and Construction. Documents will be considered to be "complete, coordinated and ready for bid" only if the advertisement for bid can be issued with no further corrections to the Documents. Design time will not necessarily end at the receipt of the initial Construction Documents Phase submittal by Facility Planning and Control. Any re-submittals required to complete the documents will be included in the design time.

In addition to the statutory requirements, professional liability insurance covering the work involved will be required in an amount specified in the following schedule. This will be required at the time the designer's contract is signed. Proof of coverage will be required at that time.

Applicant firms should be familiar with the above stated requirements prior to application. The firm(s) selected for the project(s) will be required to sign the state's standard Contract Between Owner and Designer. When these projects are financed either partially or entirely with Bonds, the award of the contract is contingent upon the sale of bonds or the issuance of a line of credit by the State Bond Commission. The State shall incur no obligation to the designer until the Contract Between Owner and Designer is fully executed.

Firms will be expected to have all the expertise necessary to provide all architectural services required by the Louisiana Capital Improvement Projects Procedure Manual for Design and Construction for the projects for which they are applying. Unless indicated otherwise in the project description, there will be no additional fee for consultants.

Facility Planning and Control is a participant in the Small Entrepreneurship Program (the Hudson Initiative) and applicants are encouraged to consider participation. Information is available from the Office of Facility Planning and Control or on its website at www.doa.la.gov/Pages/ofpc/Index.aspx.
