ARCHITECTURAL SERVICES WANTED

Applications for Architectural Services for the following projects will be accepted until 2:00 p.m., Wednesday, May 22, 2019. (Your attention is called to the 2:00 p.m. deadline -- exceptions WILL NOT be made). Applications shall be submitted on the standard form LASB - 1 - 2007 Edition only, with no additional pages attached. Please be sure to use an up-to-date copy of the form. These forms are available at the selection board office and on the Facility Planning & Control website at http://www.doa.la.gov/Pages/ofpc/Index.aspx. Do not attach any additional pages to this application. Applications with attachments in addition to the pre-numbered sheets or otherwise not following this format will be discarded. One fully completed signed copy of each application shall be submitted. The copy may be printed and mailed or printed and delivered or scanned in PDF format and e-mailed. Printed submittals shall not be bound or stapled. E-mailed PDF copies, as well as printed copies, shall be received by Facility Planning & Control within the deadline stated above. The date and time the e-mail is received in the Microsoft Outlook Inbox at Facility Planning & Control shall govern compliance with the deadline for e-mailed applications. Timely delivery by whatever means is strictly the responsibility of the applicant. By e-mailing an application the applicant assumes full responsibility for timely electronic delivery. DO NOT submit both printed and e-mail copies. Any application submitted by both means will be discarded.

1. New Lake Charles Readiness Center, Chennault International Airport, Lake Charles, Louisiana, Project No. LA20-A-005, WBS .
This project consists of a 60,391 sq.ft. National Guard Readiness Center and associated supporting facilities for training, administrative, and logistical requirements for the Louisiana National Guard. The facility will be built on an approximately 62 acre site located in Lake Charles. The exterior elevation will be composed of split face block, concrete cap stones, brick, and a standing seam roof. The facility will incorporate energy efficiency items such as, but not limited to, on-demand-tank-less hot water heaters, energy efficient chiller system, packaged terminal air conditioner unit, and a photovoltaic system. Design and construction of the Readiness Center and associated supporting facilities (parking, etc.) and infrastructure (utilities, information technology, etc.) shall follow the Design Guide (DG) 415-1, DG 415-5, and NG Pam 415-12; as well as all applicable local, state, and federal codes. Architect will perform Design (Type A) and Construction Documents (Type B) services and potentially Construction Administration (Type C) services. Type A services shall include, but are not limited to field survey, investigations, testing, evaluations, research, examinations, and measurements to obtain data to perform Type B services. Type B includes calculations, designs, cost estimates, drawings and specifications of suitable quality and completeness for bidding by contractors. The fee may increase for site investigation (Type A) services, design commissioning, and bid document reproduction. Review time may vary due to National Guard Bureau project requirements. The Designer shall prepare and submit all required drawings to the Louisiana Military Department in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $18,407,000.00 with a fee of approximately $1,104,000.00. Contract design time is 365 consecutive calendar days; including 122 days of review time. Thereafter, liquidated damages in the amount of $500.00 per day will be assessed. 2. Renovations, J.W. Fisher Hall, Southern University, Baton Rouge, Louisiana, Project No. 01-107-18-02, WBS F.01003868.
This project consists of renovations to J. W. Fisher Hall, located on the Southern University Campus in Baton Rouge, Louisiana. Fisher Hall is approximately 50,400 sq. ft. of Laboratory and Instructional Space. The project scope includes updating laboratory fume hoods, HVAC system replacement, new HVAC controls, laboratory casework, classroom millwork, acoustical tile ceilings, and interior finishes including flooring. Additionally, doors and hardware are in need of refurbishment. A new 480-volt, main electrical distribution panel will need to be installed as well as new, energy-efficient LED lights. The current window system has failed and requires replacement. Exterior ADA handrails require replacement, and sidewalks need to be re-worked to eliminate trip hazards. Exterior brickwork needs to be repointed in certain locations to prevent water intrusion, and the exterior soffit requires repairs. Asbestos is located within the building and design for removal is included in the fee. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $5,500,000.00 with a fee of approximately $485,927.00. Contract design time is 350 consecutive calendar days; including 117 days of review time. 3. Post Logistics Facility, 1200 Block, Camp Beauregard Training Site, Pineville, Louisiana, Project No. LA19-A-042, WBS .
This project consists of a Logistics Facility complex that will include buildings for administration, general supply storage, climate control storage, dry goods and rations supply storage and distribution, loading docks, freezer and refrigeration units, ice storage and dispensing units, commercial laundry facility, flammable and hazardous material storage, driveways, parking, fencing, security lighting and sidewalks. Also included are all utility service connections, mechanical systems, security systems, and telecommunications. This project shall be executed in a minimum of two phases, each phase having an approximate 10,000 sqft logistics facility building with associated support areas. The total estimated project cost is $3,800,000.00. Funds currently available for construction of Phase 1 are approximately $1,600,000.00. Contract design time for Phase 1 is approximately 55 consecutive calendar days; including up to 5 days of review time depending on date of contract award. Phase 1 will be completely designed and ready to bid no later than August 7, 2019. Bidding of Phase 2 is subject to funding availability. The design fee for the complete design of Phases 1 and 2 is approximately $194,911.60. Once Phase 1 design is complete, contract design time for Phase 2 is 300 consecutive calendar days; including up to 80 days of review time. The design time for Phase 1 is approximately 55 days (or NLT Aug. 7, 2019) and for Phase 2 is 300 days; thereafter, liquidated damages in the amount of $500.00 per day will be assessed. The Designer shall prepare and submit all required drawings to Louisiana Military Department in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $3,800,000.00 with a fee of approximately $194,912.00. Contract design time is 55 consecutive calendar days; including 5 days of review time. 4. Curtainwall System Replacement, Administration Building, Louisiana Workforce Commission, Baton Rouge, Louisiana, Project No. 01-107-18-02, WBS F.01003880.
This project consists of the replacement of the existing curtainwall system and lower floor transom glazing units located along the North and South facades of the Administration Building, Louisiana Workforce Commission Headquarters in Baton Rouge. The curtainwall system spans three floors from the second floor slab thru the fourth floor up to the roof deck. The new curtainwall system shall be installed in accordance with the manufacturer's recommendations and come with a ten (10) year minimum standard warranty. The designer shall be responsible for specifying a new curtainwall system and developing connection details which work with the existing building envelope and structural system. It is anticipated that this project will be completed in multiple phases with current funding sufficient to complete Phase 1 only. The building will remain occupied for the duration of the project. Coordination with facility staff in order to schedule and facilitate the temporary relocation of personnel affected by the curtainwall project (i.e. offices located along the building perimeter) will be a requirement of this project. Record drawings will be made available to the designer; however, the designer shall be responsible for confirming all dimensions and field conditions. Should additional funding become available, the designer's contract will be amended for subsequent phases of work. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $900,000.00 with a fee of approximately $67,505.00. Contract design time is 210 consecutive calendar days; including 70 days of review time. 5. Reroof Dormitory and Gymnasium, State Police Training Academy, Baton Rouge, Louisiana, Project No. 01-107-18-02, WBS F.01003878.
This project consists of the removal of the existing roof system and related base flashings down to the existing deck and the installation of new tapered polyisocyanurate insulation where necessary to achieve positive drainage, new associated metal and/or elastomeric flashings, adjustments if any to rooftop equipment curbs and other rooftop mounted systems, and the installation of a State of Louisiana approved 20 year warranted SBS Modified Bitumen roofing system in accordance with the manufacturer's recommendations for installation. The designer shall be responsible for evaluating the existing deck (insulating or otherwise) to ensure that the roof deck is capable of accepting the new roofing system. The building will remain occupied for the duration of the Project. Primary and secondary drainage must meet current code requirements. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $700,000.00 with a fee of approximately $53,610.00. Contract design time is 180 consecutive calendar days; including 60 days of review time. 6. Reroof, Mary Allen State Office Building, Shreveport, Louisiana, Project No. 01-107-15-04, WBS F.01003819.
This project consists of the removal of the existing roof system down to the existing deck and the installation of new tapered polyisocyanurate insulation, to provide positive drainage, new associated metal flashing and adjustments to equipment curbs and other rooftop mounted systems, and the installation of a State of Louisiana approved 20 year warranted SBS Modified Bitumen roofing system in accordance with the manufacturer's recommendations for installation. The roof deck shall be evaluated by the designer to ensure that the roof deck is capable of accepting the new roofing system. The building will remain occupied for the duration of the project. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $550,000.00 with a fee of approximately $42,991.00. Contract design time is 210 consecutive calendar days; including 70 days of review time. 7. New ADA-Compliant Holding Cells, Louisiana State Penitentiary, Angola, Louisiana, Project No. 01-107-18-02, WBS F.01003877.
This project consists of construction of new ADA-compliant holding cells and showers at the Main Prison Cellblock B Bravo, Camp C Tiger Cellblock, and Camp D Hawk Cellblock at the Louisiana State Penitentiary, Angola. One tier of each cellblock shall be extended to incorporate two ADA-compliant holding cells and one shower. The project shall include, but is not limited to, the extension of existing utilities, manual and electronic cellblock door controls, and HVAC ductwork. Coordination with facility staff in order to access the project site will be a requirement of the project. The buildings will remain occupied for the duration of the project. The Designer shall be responsible for determining whether access to one or more sites will require construction of a temporary Sally Port in order to maintain security. Record drawings will be made available to the designer; however, the designer shall be responsible for confirming all dimensions and field conditions. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". 8. Exterior Waterproofing & Site Drainage Improvements, District IV Office, Office of Motor Vehicles, Lake Charles, Louisiana, Project No. 01-107-18-02, WBS F.01003879.
This project consists of brick tuckpointing, exterior waterproofing, replacement of glazing sealants and site drainage improvements to address current moisture infiltration through the building envelope of the Office of Motor Vehicles in Lake Charles. The work scope shall address current adverse conditions including, but not limited to, sidewalk elevations and gradient slopes, site surface and/or subsurface drainage, glazing systems, and masonry. The designer shall be responsible for the evaluation of site conditions and the building envelope in order to confirm the extent of the corrective work scope. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". 10. Exterior Repairs, Old State Capitol, Baton Rouge, Louisiana, Project No. 01-107-06B-11, WBS F.01003875.
This project consists of exterior repairs to the Old State Capitol. Repair and recoat the cast iron window frames and decorative bands. Replace glazing compound, repair and recoat the lantern windows. Repair leaking downspout locations. Repair and repaint exterior plaster where damaged. Repoint masonry at base of the building and at the main door surrounds. All work is to occur while the building is occupied and open to the public. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $410,000.00 with a fee of approximately $38,675.00. Contract design time is 150 consecutive calendar days; including 50 days of review time. GENERAL REQUIREMENTS APPLICABLE TO ALL PROJECTS:
Applicants are advised that design time ends when the Documents are "complete, coordinated and ready for bid" as stated in to Article 3.3.1 4) of the Capital Improvements Projects Procedure Manual for Design and Construction. Documents will be considered to be "complete, coordinated and ready for bid" only if the advertisement for bid can be issued with no further corrections to the Documents. Design time will not necessarily end at the receipt of the initial Construction Documents Phase submittal by Facility Planning and Control. Any re-submittals required to complete the documents will be included in the design time.

In addition to the statutory requirements, professional liability insurance covering the work involved will be required in an amount specified in the following schedule. This will be required at the time the designer's contract is signed. Proof of coverage will be required at that time.

Applicant firms should be familiar with the above stated requirements prior to application. The firm(s) selected for the project(s) will be required to sign the state's standard Contract Between Owner and Designer. When these projects are financed either partially or entirely with Bonds, the award of the contract is contingent upon the sale of bonds or the issuance of a line of credit by the State Bond Commission. The State shall incur no obligation to the designer until the Contract Between Owner and Designer is fully executed.

Firms will be expected to have all the expertise necessary to provide all architectural services required by the Louisiana Capital Improvement Projects Procedure Manual for Design and Construction for the projects for which they are applying. Unless indicated otherwise in the project description, there will be no additional fee for consultants.

Facility Planning and Control is a participant in the Small Entrepreneurship Program (the Hudson Initiative) and applicants are encouraged to consider participation. Information is available from the Office of Facility Planning and Control or on its website at www.doa.la.gov/Pages/ofpc/Index.aspx.
