ARCHITECTURAL SERVICES WANTED

Applications for Architectural Services for the following projects will be accepted until 2:00 p.m., Friday, January 18, 2019. (Your attention is called to the 2:00 p.m. deadline -- exceptions WILL NOT be made). Applications shall be submitted on the standard form LASB - 1 - 2007 Edition only, with no additional pages attached. Please be sure to use an up-to-date copy of the form. These forms are available at the selection board office and on the Facility Planning & Control website at http://www.doa.la.gov/Pages/ofpc/Index.aspx. Do not attach any additional pages to this application. Applications with attachments in addition to the pre-numbered sheets or otherwise not following this format will be discarded. One fully completed signed copy of each application shall be submitted. The copy may be printed and mailed or printed and delivered or scanned in PDF format and e-mailed. Printed submittals shall not be bound or stapled. E-mailed PDF copies, as well as printed copies, shall be received by Facility Planning & Control within the deadline stated above. The date and time the e-mail is received in the Microsoft Outlook Inbox at Facility Planning & Control shall govern compliance with the deadline for e-mailed applications. Timely delivery by whatever means is strictly the responsibility of the applicant. By e-mailing an application the applicant assumes full responsibility for timely electronic delivery. DO NOT submit both printed and e-mail copies. Any application submitted by both means will be discarded.

1. Sam Houston Jones State Park Improvements, Lake Charles, Louisiana, Project No. 06-264-13-01; 06-264-13-01, WBS F.06002176; F.06002177.
This project consists of construction of ten new cabins of approximately 1100 -1200 s.f., a new restroom facility of approximately 750-1000 s.f., and renovation of an existing restroom facility of approximately 900 s.f. The new cabins will be constructed using durable finishes. The new restroom facility will utilize vandal resistant finishes and fixtures. The renovation of the existing restroom will include the replacement of interior finishes and fixtures, the repair of exterior damage, and weatherproofing. All facilities will be ADA compliant. Also included is repair of existing parking and walkways for cabin access. Demolition of two cabins will be required. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $1,940,200.00 with a fee of approximately $161,875.00. Contract design time is 180 consecutive calendar days; including 60 days of review time. Thereafter, liquidated damages in the amount of $200.00 per day will be assessed. 2. St. Bernard State Park Improvements, Braithwaite, Louisiana, Project No. 06-264-13-01; 06-264-13-01, WBS F.06002178; F.06002179.
This project consists of renovations to the Entrance Station, a Bathhouse, and a Restroom building. The existing swimming pool will be removed and a new Event Pavilion of approximately 20,000 s.f. will be constructed. Designer's fee has been adjusted for asbestos abatement design to be included in the Designer's scope of work. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $858,900.00 with a fee of approximately $91,751.00. Contract design time is 180 consecutive calendar days; including 60 days of review time. Thereafter, liquidated damages in the amount of $125.00 per day will be assessed. 3. Renovations to Old Girls' Dorm, Classroom & Gym, and Enclosed Walkways, Louisiana Special Education Center, Alexandria, Louisiana, Project No. 19-655-17-01, WBS F.19002213.
This project consists of renovations to the Old Girls' Dormitory, Classroom & Gym, and Enclosed Walkways. The renovations to the Old Girls' Dorm consist of HVAC improvements, interior renovations to include selective demolition of the existing bathrooms and storage areas, patching flooring and walls, and new finishes. Designer's fee has been adjusted for asbestos abatement design to be included in the Designer's scope of work. Exterior upgrades to the Old Girls' Dorm consists of removing and infilling windows on the east fa├žade. Work at the Enclosed Walkways includes removing all existing metal and glass exterior wall panels and replacing with full height glazing. Lower bumper rails and handrails will be installed for the full length of both sides of walkways. Double doors in the walkways will be replaced with glass storefront doors. New exterior double doors will be added at the Classroom & Gym building. Designer shall provide services from the Program Completion phase through the Construction Document Approval phase. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $733,150.00 with a fee of approximately $45,626.00. Contract design time is 120 consecutive calendar days; including 40 days of review time. Thereafter, liquidated damages in the amount of $100.00 per day will be assessed. 4. Reroof, Mercury Dorm (Dormitory #2), Allen Correctional Center, Kinder, Louisiana, Project No. 01-107-06B-11, WBS F.01003799.
This project consists of removal of the existing low-slope roofing system and related base flashings down to the existing insulating deck and the installation of new tapered polyisocyanurate insulation where necessary to achieve positive drainage, new associated metal and/or elastomeric flashings, adjustments if any to rooftop equipment curbs and other rooftop mounted systems, and the installation of a new State of Louisiana approved 20 year SBS modified bitumen roofing system in accordance with the manufacturer's recommendations for installation. Also included is associated waterproofing and tuckpointing of masonry for all surface areas at or above the roof plane. The Designer shall be responsible for evaluating the existing insulating deck to ensure that the deck is capable of accepting the new roofing system. Coordination with facility staff in order to access the project site will be a requirement of this project. The building will remain occupied for the duration of the project. Record drawings will be made available to the Designer; however, the Designer shall be responsible for confirming all dimensions and field conditions. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $500,000.00 with a fee of approximately $39,594.00. Contract design time is 180 consecutive calendar days; including 60 days of review time. Thereafter, liquidated damages in the amount of $100.00 per day will be assessed. 5. Security Modifications to LaSalle State Building in Capitol Park Complex, Baton Rouge, Louisiana, Project No. 12-440-18-01, WBS F.12000003.
This project consists of interior renovations to approximately 3,400 s.f. on the first floor of the LaSalle Building to allow for relocation of the Taxpayer Assistance Area to this space. The scope of work includes demolition of existing partitions, finishes, and associated mechanical, electrical, and fire protection systems and construction of new interior offices, a new conference room, and new custom millwork stalls with bullet resistant glazing for the purpose of performing transactions with the public, with all associated interior finishes, mechanical, electrical power and lighting, sprinkler and alarm system modifications as required. Also included are modifications to the electrical system to provide service to new office cubicles. Configuration of office cubicles and/or furniture/fixtures/equipment and associated data and telephone line modifications for the cubicles are to be handled under separate contracts; however, the Designer will be required to coordinate these systems with the various contractors. A program and floorplan has been developed for this project and the design fee has been adjusted accordingly. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $422,730.00 with a fee of approximately $41,358.00. Contract design time is 250 consecutive calendar days; including 83 days of review time. Thereafter, liquidated damages in the amount of $100.00 per day will be assessed. 6. Renovations to J6 Annex Building 494, Camp Beauregard, Pineville, Louisiana, Project No. LA19-A-024, WBS .
This project consists of repairs and upgrades to offices, classrooms, conference rooms, storage areas, and male/female latrines. Project includes HVAC systems, electrical and mechanical systems, exterior site work consisting of utilities service connections, information technology systems (IT), upgrades of windows, doors and hardware, and compliance with all applicable local and state codes including ADA and force protection requirements. Demolition may be required to install a new handicap ramp to comply with ADA. Subdivide two large offices into four smaller offices. Scrape, paint and repair walls. Roof repairs are included to alleviate any leaks or water intrusion. The existing building is approximately 6,100 s.f. and was constructed in 1999. It is a single story masonry building with a metal roof. Topographic or geotechnical investigations will be performed, as required, with the costs to be borne by the Designer. Funds are available for Title I services. Title II services are subject to availability of funding. The Designer shall prepare and submit all required drawings to the Louisiana Military Department in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $400,000.00 with a fee of approximately $27,034.00. Contract design time is 97 consecutive calendar days; including 22 days of review time. Thereafter, liquidated damages in the amount of $300.00 per day will be assessed. GENERAL REQUIREMENTS APPLICABLE TO ALL PROJECTS:
Applicants are advised that design time ends when the Documents are "complete, coordinated and ready for bid" as stated in to Article 3.3.1 4) of the Capital Improvements Projects Procedure Manual for Design and Construction. Documents will be considered to be "complete, coordinated and ready for bid" only if the advertisement for bid can be issued with no further corrections to the Documents. Design time will not necessarily end at the receipt of the initial Construction Documents Phase submittal by Facility Planning and Control. Any re-submittals required to complete the documents will be included in the design time.

In addition to the statutory requirements, professional liability insurance covering the work involved will be required in an amount specified in the following schedule. This will be required at the time the designer's contract is signed. Proof of coverage will be required at that time.

Applicant firms should be familiar with the above stated requirements prior to application. The firm(s) selected for the project(s) will be required to sign the state's standard Contract Between Owner and Designer. When these projects are financed either partially or entirely with Bonds, the award of the contract is contingent upon the sale of bonds or the issuance of a line of credit by the State Bond Commission. The State shall incur no obligation to the designer until the Contract Between Owner and Designer is fully executed.

Firms will be expected to have all the expertise necessary to provide all architectural services required by the Louisiana Capital Improvement Projects Procedure Manual for Design and Construction for the projects for which they are applying. Unless indicated otherwise in the project description, there will be no additional fee for consultants.

Facility Planning and Control is a participant in the Small Entrepreneurship Program (the Hudson Initiative) and applicants are encouraged to consider participation. Information is available from the Office of Facility Planning and Control or on its website at www.doa.la.gov/Pages/ofpc/Index.aspx.
