Louisiana Port Relief Program


Welcome to the State of Louisiana's Application Portal for the Port Relief Program. As part of the American Rescue Plan Act of 2021 (ARPA), the State has received over $3 billion in funding from the Coronavirus State and Local Fiscal Recovery Funds (CSLFRF). The Port Relief Program has been established and appropriated $50 million to provide relief to Louisiana port authorities facing negative economic impacts resulting from the COVID-19 pandemic.

For purposes of this funding, "port authority" means the governing authority of any port area, port harbor, and terminal district. The term "port authority" shall also include an entity that provides short line rail service for a port, harbor, or terminal district and has pledged its revenues to the indebtedness of the port, harbor, or terminal district.
