Organizational Placement Under the Office of the Governor pursuant to La.R.S. 36:4.1
Purpose/Function The Board licenses non-exempt and exempt cemeteries; cemetery sales & management organizations; monitors and reviews perpetual care and merchandise trust funds through yearly reporting requirements; approves pre-development applications for cemeteries; and conducts on-site examinations (audits) of cemeteries and other entities with perpetual care and merchandise trust funds. The board also investigates consumer complaints and concerns.
Budget Message The Board operates solely on self-generated fees/revenue. The current financial position of the Board reflects careful planning within its budgetary means. Major assumptions used when preparing the budget relative to income versus expenditures is as follows: Income is based on licenses and regulatory fees received by the Board. A portion of the license fees are based on the number of interments, entombments, and inurnments made by a non-exempt cemetery during a preceding calendar year. Since this cannot be projected, the Board averages the number of burials reported in the prior three years to project income. Therefore, actual income may be more or less than projected. Major assumptions when preparing the budget relative to expenditures are inflation, as well as, any known increases in standard expenditures. Also, careful planning for future surplus is taken into consideration to handle the long-term liabilities of the Board. The liabilities and fees are considered yearly.
