Gov. Edwards Announces Deadline to Complete Restore Homeowner Assistance Program Survey

BATON ROUGE: Today, Gov. John Bel Edwards announced that the deadline to complete the initial survey necessary to participate in the Restore Louisiana Homeowner Assistance Program is Friday, July 20, 2018. The program will be unable to consider those homeowners who have not submitted a survey by the new deadline, even if program rules are expanded. For example, under current federal guidelines, many who have been approved for Small Business Administration loans to repair their homes whether they used all, a portion or none of the loan, are not able to access assistance from the program because the SBA loan is considered a duplication of benefits. However, if Congress makes any changes to this regulation, only those homeowners who have already completed the survey will be considered.

“I strongly encourage those homeowners impacted by the 2016 floods to take a few moments to complete the survey in order to participate in this program, if they have not already done so,” said Gov. Edwards. “We want to help as many as possible, but we need you to take that first step, especially as the new deadline quickly approaches.  We are still awaiting clarification from the federal government on the duplication of benefits issue and should it favor the program, that will mean additional assistance, but we can’t include those who have not completed the initial survey.  This is why it’s imperative for those homeowners who have not completed it to do so immediately.”

All flood impacted homeowners who have not taken the brief survey are strongly encouraged to complete it, even if they do not believe they will qualify for assistance or have already completed their repairs. Completing the survey only takes a few minutes and is the first step in requesting help through the Restore Louisiana Homeowner Assistance Program. Those who qualify based on eligibility requirements will be invited to submit an application. It is important to note that the deadline does not apply to homeowners who have already submitted a survey or an application.

Homeowners can complete the survey at restore.la.gov or call 1-866-735-2001 to speak to a representative 8 a.m. – 6 p.m. Monday through Friday.  Housing Assistance Centers in Lafayette, Hammond, Monroe and Baton Rouge are also open 8 a.m. – 5 p.m. Monday through Friday. Program representatives are available to help homeowners complete their surveys and applications, connect with case managers, and provide overviews of options for repairs, reconstruction or reimbursement.

To date, nearly 50,000 homeowners have completed the program survey and 30,912 homeowners have submitted formal applications. Nearly 21,000 applications have been processed and determinations made, and more than 10,775 eligible homeowners have been offered grant awards totaling $285 million.  

Restore Louisiana will announce a statewide series of outreach events to assist homeowners with the program survey later this month.
