Gov. Edwards Announces Boards and Commissions Appointments

BATON ROUGE: Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.

Ambulance Service Commission District
The Ambulance Service Commission District represents the public interest in facilitating ambulance care in the State. The Commission pursues grant funds to advance first responder services, enters into cooperative agreements with other public and private entities, and assists ambulance providers in obtaining lowest possible cost for equipment and supplies through group purchasing.

Jeffrey W. Watson, of Bossier City, was appointed to the Ambulance Service Commission District. Watson is the Chief of Emergency Medical Services for the Bossier City Fire Department. As required by statute, he was nominated by the Louisiana Ambulance Alliance and will serve as the representative of the 4th Congressional District.

Asbel A. Montes II, of Carencro, was appointed to the Ambulance Service Commission District. Montes is the Vice President of Governmental Affairs and Reimbursements for Acadian Ambulance Service. As required by statute, he was nominated by the Louisiana Ambulance Alliance and will serve as the representative of the 3rdCongressional District.

Dennis P. Seamans, of Oak Grove, was appointed to the Ambulance Service Commission District. Seamans is the Director of the West Carroll Parish Ambulance District. As required by statute, he was nominated by the Louisiana Ambulance Alliance and will serve as the representative of the 5th Congressional District.

David G. Marcus, of Kentwood, was appointed to the Ambulance Service Commission District. Marcus is a Paramedic, Education Program Manager, Disaster Preparedness Coordinator, and Company Representative for Northshore EMS. As required by statute, he was nominated by the Louisiana Ambulance Alliance and will serve as an at-large representative.

Robert W. Lowrie, of Zachary, was appointed to the Ambulance Service Commission District. Lowrie is the Vice President of Sales for Southern Emergency and Rescue Vehicle Sales, LLC. As required by statute, he was nominated by the Louisiana Ambulance Alliance and will serve as the representative of the 6th Congressional District.

South Tangipahoa Parish Port Commission
The South Tangipahoa Parish Port Commission operates Port Manchac in Tangipahoa Parish. The Commission’s operations include transportation, storage, shipping of products, and leasing of warehouses and docks.

Daryl A. Ferrara, of Hammond, was reappointed to the South Tangipahoa Parish Port Commission. Ferrara is the Vice President and Branch Manager of Whitney Bank. As required by statute, he was nominated by the Senator representing Senate District 6.

Lucas M. Watkins, of Hammond, was reappointed to the South Tangipahoa Parish Port Commission. Watkins is the President of ELOS Environmental, LLC. As required by statute, he was nominated by the Senator representing Senate District 6, the Senator representing Senate District 11, and the Representative representing House District 73.

Ernest G. Drake III, of Hammond, was reappointed to the South Tangipahoa Parish Port Commission. Drake is an attorney and partner at Drake and Beckler LLC. As required by statute, he was nominated by the Ponchatoula Chamber of Commerce.

Donald J. “Don” Boihem, of Hammond, was reappointed to the South Tangipahoa Parish Port Commission. Boihem is retired. He is a former Customer Service Manager with Entergy. As required by statute, he was nominated by the Greater Hammond Chamber of Commerce.

Chenier Plain Coastal Restoration and Protection Authority
The Chenier Plain Coastal Restoration and Protection Authority is a political subdivision of the State of Louisiana, and through its board of commissioners, is organized with the primary duty to establish, construct, operate, or maintain flood control works as they relate to hurricane protection, tidewater flooding, saltwater intrusion, and conservation, and a secondary duty to establish flood control, adequate drainage relating to tidal or riverine flooding, and water resources development including but not limited to construction of reservoirs, diversion canals, gravity and pump drainage systems, erosion control measures, and marsh management, and is authorized to enter into contracts and agreements.

Ralph Libersat, of Abbeville, was appointed to the Chenier Plain Coastal Restoration and Protection Authority. Libersat is the Senior Project Manager and Owner of Libersat Coastal Services, LLC. As required by statute, he was nominated by the Vermilion Parish Police Jury.

Louisiana State Board of Embalmers and Funeral Directors
The Louisiana State Board of Embalmers and Funeral Directors regulates embalmer/funeral directors, funeral directors, funeral establishments, crematories, and retort operators. It also handles consumer complaints. In addition, the board prescribes requirements for funeral homes and crematories engaged in the care and disposition of dead human remains.

Lonnelle Aquillard, of Lake Charles, was appointed to the Louisiana State Board of Embalmers and Funeral Directors. Aquillard is a licensed funeral director and Manager of the Johnson Funeral Home. She will serve as a representative of District B on the board.

Terry R. Luneau, of Alexandria, was appointed to the Louisiana State Board of Embalmers and Funeral Directors. Luneau is a licensed funeral director and embalmer and is the Assistant Manager of Hixson Brothers Funeral Home. He will serve as a representative of District C on the board.

Louisiana Real Estate Commission
The Louisiana Real Estate Commission regulates the mode and manner by which the affairs and business of real estate are conducted throughout the state.

Matthew P. Ritchie, of Pineville, was appointed to the Louisiana Real Estate Commission. Ritchie is a licensed real estate broker and the Owner of Ritchie Real Estate. He will serve as a representative of the 4th Supreme Court District on the Commission.

Road Home Corporation d/b/a the Louisiana Land Trust
The Louisiana Land Trust is a non-profit organization formed to manage the properties that have been purchased by the State of Louisiana under the current Road Home Program as part of the ongoing recovery effort from the damage caused by hurricanes Katrina and Rita in 2005.

Kathleen F. LaBorde, of New Orleans, was reappointed to the Louisiana Land Trust. LaBorde is the President and Chief Executive Officer of Gulf Coast Housing Partnership. As required by statute, she was nominated by the Speaker of the Louisiana House of Representatives.

Board of Louisiana River Pilot Review and Oversight
The Board of Louisiana River Pilot Review and Oversight provides review and oversight of decisions by the Board of Examiners or Commissioners regarding the actions taken by any pilot while the pilot is acting under his state commission.

Robert M. Landry, of Mandeville, was appointed to the Board of Louisiana River Pilot Review and Oversight. Landry is the Vice President and Chief Commercial Officer of the Port of New Orleans. As required by statute, he was nominated by the Louisiana Ports Association.

Louisiana Developmental Disabilities Council
The Louisiana Developmental Disability Council’s mission is to lead and promote advocacy, capacity building, and systemic change to improve the quality of life for individuals with developmental disabilities and their families.

Carmen B. Cetnar, of Lafayette, was reappointed to the Louisiana Developmental Disabilities Council. Cetnar is a Registered Nurse in the Neonatal Intensive Care Unit of Lafayette General Medical Center.

Jill B. Demeritt, of Lake Charles, was appointed to the Louisiana Developmental Disabilities Council. Demeritt is a Speech Therapist with the Calcasieu Parish School Board.

Jill M. Hano, of River Ridge, was appointed to the Louisiana Developmental Disabilities Council. Hano is a Prep Cook with Centerplate.

Hilary C. Bordelon, of Slidell, was appointed to the Louisiana Developmental Disabilities Council. Bordelon is a self-employed independent provider of Early Steps.

Roslyn M. Hymel, of Jefferson, was appointed to the Louisiana Developmental Disabilities Council. Hymel is a cook with Centerplate.

Steven Nguyen, of Marrero, was appointed to the Louisiana Developmental Disabilities Council. Nguyen is a CSHS Youth Liaison with Families Helping Families of Jefferson.

Patti G. Barovechio, DNP, of Metairie, was appointed to the Louisiana Developmental Disabilities Council. Barovechio is the Statewide Care Coordinator Supervisor for the Bureau of Family Health’s Children’s Special Health Services department.

Darlene M. Budgewater, of Baton Rouge, was appointed to the Louisiana Developmental Disabilities Council. Budgewater is the Medicaid Deputy Director for the Louisiana Department of Health.

Louisiana Endowment for the Humanities
The Louisiana Endowment for the Humanities’ mission is to provide all Louisianans with access to and an appreciation of their own rich, shared and diverse historical, literary and cultural heritage through grant-supported outreach programs, family literacy and adult reading initiatives, teacher professional development institutes, publications, film and radio documentaries, museum exhibitions, cultural tourism, public lectures, library projects, and other public humanities programming.

Evelyn Faye Flanagan, of Alexandria, is a Business Manager with the John W. and Bertie Murphy Deming Foundation. She is a former educator with the Louisiana State Department of Education.

Workers’ Compensation Advisory Council
The Workers’ Compensation Advisory Council is responsible for monitoring and reporting to the governor and the legislature on the implementation and administration of laws pertaining to the administration of workers' compensation claims and making specific recommendations thereon.

Marc L. Zimmermann, Ph.D., of Prairieville, was appointed to the Workers’ Compensation Advisory Council. Zimmermann is a psychologist in private practice and will serve as a representative of the Louisiana Psychological Association on the Council.

Louisiana Finfish Task Force
The Louisiana Finfish Task Force was established to study and monitor the finfish industry and to make recommendations to the Wildlife and Fisheries Commission, the Department of Wildlife and Fisheries, and other state agencies for the maximization of benefit from the finfish industry for the state of Louisiana and its citizens.

Daniel A. Edgar, of Franklin, was appointed to the Louisiana Finfish Task Force. Edgar is a commercial fisherman and the Owner of St. Mary Seafood, Inc. He will serve as an active dock buyer of finfish on the board.

Louisiana Cemetery Board
The Louisiana Cemetery Board serves to license non-exempt and exempt cemeteries; monitor and review perpetual care and merchandise trust funds through yearly reporting requirements; approve pre-development applications for cemeteries; and conduct on-site examinations (audits) of cemeteries and other entities with perpetual care and merchandise trust funds. The board also investigates consumer complaints and concerns.

Michele M. “Shelly” Holloway, of Monroe, was reappointed to the Louisiana Cemetery Board. Holloway is a co-owner of The Mulhearn Corporation. As required by statute, she was nominated by the Louisiana Cemeteries Association and will serve as a representative of the 5th Public Service Commission District.

Radiologic Technology Board of Examiners
The Radiologic Technology Board of Examiners is responsible for examining, licensing, and regulating qualified applicants as radiologic technologists and for protecting the public from the misuse of ionizing radiation.

Thea C. Moran, M.D., of New Orleans, was reappointed to the Radiologic Technology Board of Examiners. Moran is a Radiologist and owner of MyriadMD Radiology Consulting. As required by statute, she was nominated by the Louisiana State Medical Society.

Louisiana Board of Professional Geoscientists
The Louisiana Board of Professional Geoscientists serves to protect the health, safety, and general welfare of all those persons engaged in the practice of geoscience, and affords such persons an effective and practical protection against the incompetent, inexperienced, unlawful, and fraudulent acts of geoscientists with whom they contract.

Melanie T. Stiegler, Ph.D., of New Orleans, was appointed to the Louisiana Board of Professional Geoscientists. Stiegler is an instructor in the Department of Earth and Environmental Sciences at the University of New Orleans. She will serve as an at-large member on the board.
